Board Members
Wendy J. Wallace, DO
President

Wendy J. Wallace has been serving as the President of the Care Center Foundation since 2011. In her role, she assumes the responsibility of providing leadership and spearheading fundraising efforts.
Wendy strongly believes in the importance of being a supportive neighbor and assisting families residing in or travel to West Chester in their pursuit of better opportunities.
Following a mission trip to the Dominican Republic, Wendy had an epiphany: she realized that she didn’t have to venture far to engage in volunteer work. She discovered that being able to witness, live, and experience community outreach in her own locality made her connection to it more personal.
Presently, Wendy works as a general Pediatrician at the Children’s Hospital of Philadelphia. She pursued her education at Ursinus College and the Philadelphia College of Osteopathic Medicine.
During her leisure time, Wendy delights in spending quality moments with her family. She also enjoys traveling, participating in book clubs, biking, and cooking.

Pastor Chris Franz

Chris has served as the pastor at Advent Lutheran Church, West Chester, where he also resides, for the past 12 years. A Drexel University graduate with a dual B.S. degree in finance and economics, he was employed in co-op positions with the Federal Reserve Bank of Philadelphia and Cigna Insurance Company. Active in the church from he young age, he also served as an organist for a small congregation in Philadelphia during his senior year in high school and during his time at Drexel, when he received his call to ministry. His church’s involvement with CCF, including sponsoring a graduation train ride, deepened his connection to the organization.
Chris combines his financial and spiritual background to serve both his congregation and the community. His leadership, commitment to service, and involvement with CCF reflect his dedication to helping others succeed. For the past 17 years, he has hosted high school exchange students for an entire school year. His interests include travel, gardening and watching a good Philadelphia Sports game.
Christine March

A West Chester native, Chrissy began volunteering with the CCF during summers and developed a strong passion for working with children who need extra care. Her deep community roots, coupled with her husband’s work in the police and fire departments, reflect her family’s commitment to public service.
Through her work with CCF, Chrissy provides attention and support to children in need, helping to create a nurturing environment. Her dedication to giving back, both personally and through the organization, makes her a key figure in the lives of many local children.
Marjorie Constable

Marjorie, a lifelong resident of West Chester, has been deeply involved in her community, with a particular passion for volunteering at Calvary Lutheran Church—where her connection to CCF first began. Inspired by her children’s volunteer work with CCF, she became even more committed to the cause and helping families in need.
With over 20 years of experience in the software and technology sector, Marjorie held roles in global and corporate marketing management, leading digital experiences, and program strategy and communications all while continually seeking opportunities to give back. Now, having transitioned from her corporate career, she is dedicating more time to community service and is focused on making a meaningful impact in West Chester and surrounding areas.
John Cigler

John has been part of the West Chester community for over 30 years and recently retired after a long career with Trinity Health, where he oversaw HR and labor relations. He currently serves on the boards of Barclay Friends and the Uptown Performing Arts Center, emphasizing his commitment to community service
John’s work at Children’s Beach House in Delaware, focusing on childhood development programs, underscores his dedication to improving the lives of young people. His passion for serving children with disabilities and creating impactful programs remains central to his community involvement.
Staff Members
Claudia Brown
Administrative Coordinator
Biography
Claudia Brown plays a vital role as the Administrative Coordinator at the Care Center Foundation. Her primary objective is to actively contribute to the community and provide assistance to parents and children enrolled in the Pre-K Counts and Head Start programs.
What truly motivates Claudia to continue her dedicated work at the Care Center is the profound impact she can have on families’ lives once she learns about their situations and realizes how she can offer support.
Claudia obtained her law degree from the National University of Panama. Furthermore, she recently completed Leadership Chester County, a graduate program sponsored by West Chester University and the United Way. In addition to her administrative responsibilities, she is also a Spanish Elementary school teacher serving the children of Hillsdale Elementary School.
When not occupied with her professional commitments, Claudia indulges in her love for movies and enjoys immersing herself in captivating mystery books.

Adeline Varney
Camp/Program Director
Biography
Adeline Varney graduated from Rowan University in 2023, earning a degree in psychology.
With a passion for working with children, she has honed her skills by developing curriculum for the Kiddie Warriors preschool development program at Henderson High School, as well as organizing Vacation Bible school programs. Currently serving as the camp director, Adeline collaborates with teachers to create engaging enrichment programs for children throughout the summer months.
Meredith Cooney
Program Assistant
Biography
Meredith, a recent graduate of Henderson High School, has her sights set on attending West Virginia University in the fall of 2023.
What initially began as a volunteer project quickly transformed into an enriching afterschool job, where she assisted teachers in implementing various enrichment programs over the past year. Meredith finds immense joy in working with children and looks forward to continuing her journey in this field.
Jenifer Holmes
Day Care Director
Biography
Jenifer, a mother of four with a Master’s in education, taught in Philadelphia for many years before moving to West Chester three years ago. Her teaching experience, combined with her personal journey as a survivor of domestic violence, gives her a unique perspective that deeply resonates with the CCF’s clients. She is passionate about creating supportive environments and advocating for those in need.
Jenifer’s life experience fuels her work, as she draws on both her professional and personal background to help others. Her dedication to uplifting those in need makes her a valuable asset to the West Chester community and the CCF.
